ACAPO, the Portuguese Association of the Blind and Partially Sighted, means in Portuguese, Associação dos Cegos e Amblíopes de Portugal. It was founded in 1989, resulting from the merge of three previously existing associations - two of them in Lisbon and the other in city of Oporto. All of them had one thing in common, which still prevails today: their representative nature, meaning that all their statutory goals, and how they are fulfilled, are decided by VIP, Visually Impaired Persons, that is blind or partially sighted persons. During its nearly 32 years of existence, ACAPO has seen a steady growth. Nowadays, our association has 12 delegations – nearly all the major cities of continental Portugal and one in the autonomous region of Azores. We are an association concerned with everything that could affect visually impaired persons and the society in which they are included, covering topics such as autonomous living, habilitation and rehabilitation, education, employment and, civic and social participation, etc. In two simple words, social inclusion. In our delegations and nationwide, we also offer services that help visually impaired persons, and their sighted peers, not only cope with visual impairment but, above all, become better prepared citizens, actors of creation of the inclusive society we aim to be. Based on all the fundamental principles of democratic participation, we are also advocates of the guiding principles of the United Nations Convention on the Rights of Persons with Disabilities specifically on visually impaired persons, under the motte of "Nothing about us without us". Currently, ACAPO benefits the lives of more than 3800 visually impaired members, and, through its contracts with the public sector, has implemented services that can benefit any of the estimated more than 150 thousand visually impaired persons in Portugal. We provide, in most of our delegations social services, psychological guidance and support, rehabilitation services and facilities, vocational and employment training, Braille and ICT training, amongst many others. ACAPO employs more than 150 people, most of them with specialized training to work with visually impaired persons, their families, community, employers, etc., and has an annual budget of about 2,5 million Euros. However, more than 88% of this budget comes from public sector bodies, mainly through cooperation agreements and projects. ACAPO has been awarded, in recent years, by several private institutions for the quality of its projects, some of them having been appointed as success stories by international companies. Recognizing both its technical capacity and its effective self-advocating status, ACAPO is regularly invited to work in close partnership with government institutions for the promotion, defense and design of the rights of people with disabilities.

Todas elas tinham uma coisa em comum, que ainda hoje prevalece: o seu caráter representativo, ou seja, todos os seus objetivos estatutários, e a forma como são cumpridos, são decididos por pessoas com deficiência visual, ou seja, pessoas cegas ou com baixa visão. Durante os seus 32 anos de existência a ACAPO teve um crescimento constante. Hoje, a nossa Associação conta com 12 delegações - quase todas nas grandes cidades de Portugal Continental e uma da Região Autónoma dos Açores. Somos uma Associação que se preocupa com tudo o que pode afetar as pessoas com deficiência visual e a sociedade na qual se inserem, abordando temas como vida autónoma, habilitação e reabilitação, educação, emprego, participação cívica e social, etc. Em duas simples palavras: inclusão social. Nas nossas delegações e em todo o território nacional, oferecemos também serviços que ajudam as pessoas com deficiência visual e os seus familiares, não só a enfrentar a deficiência visual, mas, acima de tudo, a tornarem-se cidadãos mais preparados, atores na construção de uma sociedade inclusiva que almejamos ter. Com base em todos os princípios fundamentais da participação democrática, também somos defensores dos princípios orientadores da Convenção das Nações Unidas para os Direitos das Pessoas com Deficiência especificamente sobre as pessoas com deficiência visual, sob o lema do “Nada sobre nós sem nós”. Atualmente, a ACAPO está presente na vida de mais de 3800 pessoas com deficiência visual e, através dos seus contratos com o sector público, tem implementado serviços que podem apoiar qualquer uma das estimadas 150 mil pessoas com deficiência visual existentes em Portugal. Na maior parte das nossas delegações prestamos apoios ao nível do serviço social, da psicologia, do ensino/treino do braille, das tecnologias da informação e comunicação, da orientação e mobilidade e atividades da vida diária, entre outros. A ACAPO emprega mais de 150 pessoas, a maioria delas com formação especializada para trabalhar com pessoas com deficiência visual, suas famílias, comunidade, empregadores, etc., e tem um orçamento anual de cerca de 2,5 milhões de euros. Porém, mais de 88% desse orçamento provém do setor público, principalmente por meio de convénios e protocolos de cooperação. A ACAPO tem sido premiada, nos últimos anos, por várias instituições privadas pela qualidade dos seus projetos, alguns deles apontados como casos de sucesso por empresas internacionais. A ACAPO é reconhecida pela sua capacidade técnica e o seu efetivo status de self advocacy e, por isso, é regularmente convidada a trabalhar em estreita parceria com instituições governamentais para a promoção, defesa e definição dos direitos das pessoas com deficiência.
