Utenos rajono savivaldybės Leliūnų socialinės globos namai

Leliūnai is a small town located 12 kilometers from Utena, on both sides of Kaunas - Zarasai highway. The Leliūnai social care home of Utena district municipality is located in this town. 1996 A joint project between the Swedish government and the city of Utena was launched in Representatives of the Swedish Association of Municipalities, together with employees of Utena District Municipality, interested in and developed projects of specific activities in the field of social work, analyzed compared single and the situation of the elderly in Lithuania and Sweden. It was decided during a meaningful discussion Pakalniai old people's care home was established in the parish house of Pakalniai town (Leliūnai sen., Utena district) house. It was the first care home of this type in Utena district. Unfortunately, 2000 on April 25 after the Pakalniai church burned to the ground, the residents living in the nursing home urgently had to be moved to other premises. 2000 July 1, Utena District Municipal Council According to the decision, the nursing home was moved from Pakalniai to Leliūnai. This is where the opportunity arose to live for a larger population. The institution is named the care home of Leliūnai eldership.

2007 by the decision of the founder - Utena District Municipality Council - on February 28 the legal status was changed and the institution was registered in the Register of Legal Entities as budgetary municipal institution operating in the social field and named after Leliūnai of Utena district municipality social care homes. The main purpose of the institution is to ensure long-term (short-term) social care for adults with disabilities and the elderly in Utena district. In the office there are 28 service recipients. Number of employees -16. The owner of the institution is Utena district municipality. The activities of the institution are supervised by Utena district Social Affairs and Health Division of the Municipal Administration.

The vision of the Institution is an open, constantly improving and cooperating Institution that creates favorable conditions living conditions for the residents of the Institution with the help of competent and professional staff a team that aims to provide only quality long-term (short-term) social care services the elderly and adults with disabilities who are no longer able to work independently take care of yourself.

The mission of the Institution is to meet the needs of the population of the Institution by providing social care and concluding conditions that do not degrade personal dignity by ensuring quality social and health care organization and provision of services, taking into account the individual needs of the individual.

The main objectives of the Agency are:

1. 1. provide long-term care for the elderly and adults with disabilities (short-term) social care that ensures the diverse needs and interests of individuals;


2. 2. to satisfy the psychological, social, cultural and spiritual needs of each inhabitant of the Institution needs, giving them the right to choose, meeting their personal needs and the opportunity to communicate with the public;


3. 3. to ensure their independence, needs and interests, taking into account the level of independence of the population of the Institution self-expression, promotion and facilitation of integration into society.

The agency provides comprehensive, ongoing professionals to achieve operational goals care and provides the following services to the residents of the Institution:

- information (providing the person with the necessary information about social assistance (for the family);

- counseling (a service provided by an employee where a personal analysis is carried out with a person) (family) problem situation and looking for effective solutions to the problem);

- mediation and representation (if necessary, performed by a guardian in accordance with the procedure established by legal acts (caregiver) duties, represents the interests of the population in state and municipal institutions, and institutions, protect their rights);

- accommodation (according to the norms established by legal acts, provides living space, provides necessary inventory);

- development and maintenance of daily life skills;

- development of work skills;

- social work (social care corresponding to each person 's level of independence, according to individual social care plans);

- the organization of leisure and employment (cultural and, where appropriate, religious services, and other.);

- assistance with preparation, feeding, washing, etc .;

- organization of personal hygiene services;

- nutrition (according to the norms established by legal acts organizes a rational, special and dietary nutrition, taking into account the age of the institution's population, health, health care professionals recommendations);

- health care (organizes and provides health care in accordance with the procedure established by legal acts provide services that ensure the physical and mental health of the population in accordance with the established standards for medicines and nursing products), nursing;

- other services required by the person according to his level of independence.

Leliūnai - nedidelis miestelis, įsikūręs 12 km nuo Utenos, abipus Kauno - Zarasų plento. Šiame miestelyje įsikūrę Utenos rajono savivaldybės Leliūnų socialinės globos namai. 1996 m. pradėtas vykdyti Švedijos vyriausybės ir Utenos miesto bendras projektas, kurio metu Švedijos savivaldybių asociacijos atstovai, kartu su Utenos rajono savivaldybės darbuotojais, domėjosi bei kūrė konkrečios veiklos projektus socialinio darbo srityje, analizavo, lygino vienišų ir senyvo amžiaus asmenų padėtį Lietuvoje ir Švedijoje. Prasmingų diskusijų metu buvo nuspręsta Pakalnių miestelio (Leliūnų sen., Utenos r.) parapijos namuose įsteigti Pakalnių senelių globos namus. Tai buvo pirmieji tokio tipo globos namai Utenos rajone. Deja, 2000 m. balandžio 25 dieną iki pamatų sudegus Pakalnių bažnyčiai, senelių globos namuose gyvenančius gyventojus skubiai reikėjo perkelti į kitas patalpas. 2000 m. liepos 1 dieną Utenos rajono savivaldybės tarybos sprendimu, senelių globos namai iš Pakalnių buvo perkelti į Leliūnus. Čia atsirado galimybė gyventi didesniam skaičiui gyventojų. Įstaiga pavadinta Leliūnų seniūnijos globos namais.

2007 m. vasario 28 dieną steigėjo - Utenos rajono savivaldybės Tarybos - sprendimu  pakeistas juridinis statusas ir įstaiga įregistruota Juridinių asmenų registre kaip biudžetinė savivaldybės įstaiga, veikianti socialinėje srityje ir pavadinta Utenos rajono savivaldybės Leliūnų socialinės globos namais. Įstaigos pagrindinė paskirtis - užtikrinti ilgalaikę (trumpalaikę) socialinę globą Utenos rajono suaugusiems asmenims su negalia ir senyvo amžiaus asmenims. Įstaigoje gyvena 28 paslaugų gavėjai. Darbuotojų skaičius -16.

Įstaigos savininkas - Utenos rajono savivaldybė. Įstaigos veiklą kuruoja Utenos rajono savivaldybės administracijos socialinių reikalų ir sveikatos apsaugos skyrius.

Įstaigos vizija - atvira, nuolat tobulėjanti ir bendradarbiaujanti Įstaiga, kurianti palankias gyvenimo sąlygas Įstaigos gyventojams, pasitelkiant kompetentingų bei profesionalių darbuotojų komandą, siekianti teikti tik kokybiškas ilgalaikės (trumpalaikės) socialinės globos paslaugas senyvo amžiaus asmenims ir suaugusiems asmenims su negalia, kurie nebegeba savarankiškai savimi pasirūpinti.

Įstaigos misija - tenkinti Įstaigos gyventojų poreikius, teikiant socialinę globą, sudarant asmens orumo nežeminančias sąlygas, užtikrinant kokybiškų socialinių ir sveikatos priežiūros paslaugų organizavimą bei teikimą, atsižvelgiant į individualius asmens poreikius.

Svarbiausi Įstaigos veiklos tikslai:

1. 1. teikti senyvo amžiaus asmenims ir suaugusiems asmenims su negalia ilgalaikę (trumpalaikę) socialinę globą, užtikrinančią įvairiapusiškus asmenų poreikius ir interesus;


2. 2. tenkinti psichologines, socialines, kultūrines ir dvasines kiekvieno Įstaigos gyventojo reikmes, užtikrinant jiems pasirinkimo teisę, įgyvendinant asmeninius poreikius ir sudarant galimybę palaikyti ryšius su visuomene;


3. 3. atsižvelgiant į Įstaigos gyventojų savarankiškumo lygį, poreikius ir interesus, užtikrinti jų saviraišką, skatinti ir padėti integruotis į visuomenę.

Įstaiga, siekdama įgyvendinti veiklos tikslus, teikia kompleksinę, nuolatinės specialistų priežiūros reikalaujančią pagalbą ir teikia šias paslaugas Įstaigos gyventojams:

-  informavimo (reikalingos informacijos apie socialinę pagalbą suteikimas asmeniui (šeimai);

- konsultavimo (darbuotojo teikiama paslauga, kai kartu su asmeniu analizuojama asmens (šeimos) probleminė situacija ir ieškoma veiksmingų problemos sprendimo būdų);

- tarpininkavimo ir atstovavimo (esant reikalui, teisės aktų nustatyta tvarka atlieka globėjo (rūpintojo) pareigas, atstovauja gyventojų interesams valstybės ir savivaldybių institucijose ir įstaigose, gina jų teises);

- apgyvendinimo (pagal teisės aktais nustatytas normas suteikia gyvenamąjį plotą, aprūpina reikalingu inventoriumi);  

-  kasdienio gyvenimo įgūdžių ugdymo ir palaikymo;

- darbinių įgūdžių ugdymo;

- socialinio darbo (socialinė globa, atitinkanti kiekvieno asmens savarankiškumo lygi, pagal sudarytus individualius socialinės globos planus);
