The Vilnius City Crisis Center (hereinafter – the Crisis Center) is a budgetary institution of the Vilnius City Municipality, which falls under the regulation of the Social Welfare Division of the Vilnius City Municipality Administration.
The Crisis Center was established by a decision of the Vilnius City Council on February 22, 1995. On October 17, 2012, the name of the institution was changed to the Budgetary Institution Vilnius City Crisis Center. The Regulations of the Vilnius City Crisis Center were approved by a decision of the Vilnius City Council on June 19, 2018 and registered with the State Enterprise Centre of Registers on July 3, 2018.
Mission of the Crisis Center – to provide quality, safe social services to the residents of Vilnius City, and to efficiently utilise available resources.
Aim of the Crisis Center – to help individuals/families to deal with crisis situations and their consequences and to reduce the impact of crisis situations on the life of the individual/family, with the goal of restoring independence, rebuilding lost social ties and assisting in their integration into society, by providing the individual/family with the necessary services that are adapted to the specific needs of the individual/family and that are aimed at dealing with the crisis situations and their consequences and minimising their impact on the individual’s/family’s life.
The Crisis Center fulfils the following functions:
X determines the need for social care services for individuals/families;
X assesses the financial capacity of the individual/family to pay for social services and determines the amount of payment by the individual/family for social services;
X provides general social services according to the needs of Vilnius City residents;
X provides social care – temporary accommodation services for families in crisis situations, etc., where the absence of these services would endanger the health or life of individuals;
X provides social care – intensive crisis assistance services to socially vulnerable families in Vilnius City; to socially vulnerable children and their families; to children who are placed under temporary care in accordance with the Republic of Lithuania Law on Fundamentals of Protection of the Rights of the Child, and to other children of the family, together with their legal guardian(s); to persons who have been victims of violence and their children;
X provides social care – psychosocial assistance services to socially vulnerable families in Vilnius City; to socially vulnerable children and their families; to children who are placed under temporary care in accordance with the Republic of Lithuania Law on Fundamentals of Protection of the Rights of the Child, and to other children of the family, together with their legal guardian(s); to socially vulnerable families and their children;
X provides social care – social skill development, retention and/or restoration services to socially vulnerable families in Vilnius City who are in danger of social exclusion due to social risk factors and circumstances;
X provides social foster – short-term social foster care (up to 3 months) services for children aged between 3 and 18 years who are socially vulnerable or from socially vulnerable families; for children temporarily left without parental care.
In 2024, the Crisis Center has 52 approved staff positions and operates in two units: the Family Support Department and the Child Support Department. The Crisis Center can accommodate 88 service recipients at any one time, of which 64 service recipients can be provided with social care – intensive crisis intervention services.
Biudžetinė įstaiga Vilniaus miesto krizių centras (toliau – Krizių centras) yra Vilniaus miesto savivaldybės biudžetinė įstaiga, priskirta Vilniaus miesto savivaldybės administracijos Socialinės gerovės skyriaus reguliavimo sričiai.
Krizių centras įsteigtas 1995 m. vasario 22 d. Vilniaus miesto Tarybos sprendimu. 2012 m. spalio 17 d. įstaigos pavadinimas pakeistas į Biudžetinės įstaigos Vilniaus miesto krizių centro pavadinimą. 2018 m. birželio 19 d. Vilniaus miesto Tarybos sprendimu buvo patvirtinti Vilniaus miesto krizių centro nuostatai ir 2018 m. liepos 3 d. įregistruoti Valstybės įmonėje Registrų centre.
Krizių centro misija – teikti kokybiškas, saugias socialines paslaugas Vilniaus miesto gyventojams, efektyviai naudoti turimus išteklius.
Krizių centro veiklos tikslas – padėti asmenims (šeimoms) spręsti krizines situacijas, šalinti jų sukeltas pasekmes ir mažinti krizinių situacijų poveikį asmens (šeimos) gyvenimui, siekiant atkurti savarankiškumą, prarastus socialinius ryšius ir padėti integruotis į visuomenę, asmeniui (šeimai) užtikrinant reikalingų paslaugų, atitinkančių asmens (šeimos) individualius poreikius ir skirtų spręsti krizines situacijas ir jų sukeltas pasekmes bei mažinti šių pasekmių poveikį asmens (šeimos) gyvenimui, teikimą.
Krizių centras vykdo šias funkcijas:
X nustato asmenų (šeimų) socialinės priežiūros paslaugų poreikį;
X vertina asmens (šeimos) finansines galimybes mokėti už socialines paslaugas ir nustato asmens (šeimos) mokėjimo už socialines paslaugas dydį;
X teikia bendrąsias socialines paslaugas pagal Vilniaus miesto gyventojų poreikius;
X teikia socialinės priežiūros – laikino apnakvindinimo paslaugas šeimoms, kurioms esant krizinei situacijai ir pan., nesuteikus šių paslaugų, iškyla grėsmė asmenų sveikatai ar gyvybei;
X teikia socialinės priežiūros – intensyvios krizių įveikimo pagalbos paslaugas Vilniaus miesto socialinę riziką patiriančioms šeimoms; socialinę riziką patiriantiems vaikams ir jų šeimoms; vaikams, kuriems pagal Lietuvos Respublikos vaiko teisių apsaugos pagrindų įstatymą nustatyta laikinoji priežiūra, kitiems tos šeimos vaikams kartu su jų atstovais (atstovu) pagal įstatymą; smurtą patyrusiems asmenims ir jų vaikams;
X teikia socialinės priežiūros – psichosocialinės pagalbos paslaugas Vilniaus miesto krizinėje situacijoje esančioms šeimoms ir jų nariams; vaikams, kuriems pagal Lietuvos Respublikos vaiko teisių apsaugos pagrindų įstatymą nustatyta laikinoji priežiūra, kitiems tos šeimos vaikams kartu su jų atstovais (atstovu) pagal įstatymą; socialinę riziką patiriančioms šeimoms ir jose augantiems vaikams;
X teikia socialinės priežiūros – socialinių įgūdžių ugdymo, palaikymo ir (ar) atkūrimo paslaugas Vilniaus miesto socialinę riziką patiriančioms šeimoms, kurioms dėl socialinės rizikos veiksnių ir aplinkybių yra pavojus patirti socialinę atskirtį;
X teikia socialinės globos – trumpalaikės socialinės globos (iki 3 mėn.) paslaugas nuo 3 metų iki 18 metų socialinę riziką patiriantiems vaikams ar vaikams iš socialinę riziką patiriančių šeimų; vaikams, laikinai likusiems be tėvų globos.
2024 m. Krizių centre patvirtintos 52 pareigybės, veikla vykdoma dviejuose padaliniuose: Pagalbos šeimai skyriuje bei Pagalbos vaikui skyriuje. Vienu metu Krizių centre gali būti apgyvendinti 88 paslaugų gavėjai, iš kurių 64 paslaugų gavėjams gali būti suteiktos socialinės priežiūros – intensyvios krizių įveikimo pagalbos paslaugos.
