Utena District Social Services Center is a budgetary institution, providing non-stationary and inpatient social services to the residents of Utena District Municipality. The institution was established on 1st of September 2003 and has 17 years of social work experience.
The center is open to the public, integrates into the Lithuanian and European system, focuses on the needs and interests of the region, changes in infrastructure, and is guided by democratic principles.
The center provides general and special services and individuals (families) can get social care services both at home and in the institution.
In 2016, the Center obtained a license to provide social care for adults with disabilities or the elderly at home. In 2017, after obtaining a license to provide personal health care services, Center started the provision of integrated services under the ESFA-funded project “Provision of Integrated Social Care and Nursing Services at a Person's Home in Utena District Municipality”.
From 1st of July 2018, the center is authorized to coordinate case management process, provide social services and other assistance to the family throughout the territory of Utena district municipality.
From 1st of September 2020, center performs new function: provides day social care and guardianship, short-term and long-term social care for adults. This function is performed in accordance with the description of the conditions for the reorganization of Utena Special School - Multifunctional Center, which was approved by the Utena District Municipal Council on 25th of June 2020, decision No. TS-181.
The aim of the Centre's staff is to increase the ability of all Utena district community members to live in dignity and to provide social services to persons (families) of various social groups through social work.
Utenos rajono socialinių paslaugų centras – biudžetinė įstaiga, Utenos rajono savivaldybės gyventojams teikianti nestacionarias ir stacionarias socialines paslaugas, įsteigta 2003 m. rugsėjo 1 d., turinti 17 metų socialinio darbo patirtį. Centras atviras visuomenei, besiintegruojantis į Lietuvos ir Europos sistemą, besiorientuojantis į regiono poreikius ir interesus, infrastruktūros kaitą, vadovaujasi demokratiniais principais. Centro teikiamomis bendrosiomis ir specialiosiomis paslaugomis - socialinės priežiūros paslaugomis asmenys (šeimos) naudojasi tiek namuose, tiek įstaigoje.
2016 m. Centras įgijo licenciją socialinei globai teikti suaugusiems asmenims su negalia ar senyvo amžiaus asmenims namuose, o 2017 m. įgijęs licenciją teikti asmens sveikatos priežiūros paslaugas pradėjo integralių paslaugų teikimą pagal ESFA finansuojamą projektą „Integruotų socialinės globos ir slaugos paslaugų teikimas asmens namuose Utenos rajono savivaldybėje“
Nuo 2018 m. liepos 1 d. Centrui suteikti įgaliojimai koordinuoti atvejo vadybos procesą, teikti socialines paslaugas ir kitokią pagalbą šeimai visoje Utenos rajono savivaldybės teritorijoje.
Pagal Utenos rajono savivaldybės tarybos 2020 m. birželio 25 d. sprendimu Nr. TS-181 patvirtintą Utenos specialiosios mokyklos – daugiafunkcio centro reorganizavimo sąlygų aprašą, Centras nuo 2020 m. rugsėjo 1 d. vykdo naujas funkcijas: teikia dienos socialinę priežiūrą ir globą, trumpalaikę socialinę globą, ilgalaikę socialinę globą suaugusiems asmenims.
Centro darbuotojų veiklos tikslas – socialinis darbas - didinti visų Utenos rajono bendruomenės narių galimybę gyventi orumo nežeminančiomis sąlygomis ir socialinės paslaugos teikti įvairių socialinių grupių asmenims (šeimoms).
