Children Welfare Center „Pastogė“ was established in 1995 seeking to transform the institutional care into a family care. At that time, it was the first innovative institution of its kind in the country, according to which model several related institutions were created in Lithuania later. At that time the aim of Children Welfare Center “Pastogė” was to help every child deprived of parental care to return to a biological family and to ensure that every child deprived of parental care would grow up in a foster or adoptive family that could meet the needs of a child. The Family Support, Foster Care and Adoption Services acted in the Center. The Crisis Center of Children was also established in order to accommodate children in crisis at any time of twenty-four-hours.
In order to develop further activities of the Center and to find opportunities attracting as many people as possible who could temporarily take care of infants and children under 3 years of age, most of whom were in institutional care at the time, Children Welfare Center “Pastogė” started to train professional foster parents “on duty” in 2016 who obligated to take children from birth to 10 years to their homes at any time of the day. After the Center had implemented this project, no child who did not have serious health problems from birth to 3 years of age did not enter the Orphanage in Kaunas from 2017. All children of this age in crisis were placed in the families of foster parents “on duty”.
Children Welfare Center “Pastogė” started to perform functions of the Care Center from 2018. The goal of the Center was to ensure that all foster parents, adoptive parents, their family members and children growing up in their families living in Kaunas would have access and provision with the necessary counseling, psycho-social, legal and other assistance. After the Children Welfare Center “Pastogė” had started performing the functions of the Care Center, structural changes were implemented in the Center in 2020. Currently, the Center has two departments: 1. Children's Crisis Center, which has 9 places for 10-18 years old children in crisis, who are being taken care of in the Center up to 3 months, 2. The Care Center, which currently employs 10 care coordinators and 6 persons certified by the Institution of Child Rights Protection. The specialists of the Care Center provide services for families of 285 foster/adoptive parents in which grow 365 children in Kaunas. The Center provides counseling of a psychologist and a lawyer, as well as giving needed information, one-to-one counseling, mediation and representation, intensive support services in care crisis, mutual support groups for service recipients, socio-cultural events, trips, continuing education, lectures, organizing of meetings of children who are in foster care with their parents, sisters or other relatives, temporal respite services, methodological assistance.
Vaikų gerovės centras „Pastogė“ buvo įkurtas 1995 m., siekiant tuometinę institucinę globos sistemą keisti į šeimyninę. Tuo metu tai buvo pirmoji, novatoriška tokio pobūdžio įstaiga šalyje, pagal kurios darbo bei struktūros medelį vėliau kūrėsi ne viena gimininga įstaiga Lietuvoje. Vaikų gerovės centro „Pastogė“ tikslas tuo metu buvo padėti kiekvienam tėvų globos netekusiam vaikui grįžti į biologinę šeimą ir siekti, kad kiekvienas, tėvų globos netekęs, vaikas augtų jo poreikius atliepiančioje globėjų ar įtėvių šeimoje. Centre veikė Pagalbos šeimai, Globojančių šeimų ir Įvaikinimo tarnybos. Tai pat buvo įsteigtas Vaikų krizių centras, kuriame bet kuriuo paros metu buvo apgyvendinami į krizinę situaciją patekę vaikai.
2016 m. toliau vystant centro veiklą bei ieškant galimybių pritraukti kuo daugiau žmonių, galinčių laikinai globoti kūdikius bei vaikus iki 3 metų amžiaus, kurių didžioji dalis tuo metu buvo globojama institucijose, Vaikų gerovės centre „Pastogė“ buvo pradėti rengti profesionalūs budintys globėjai, kurie į krizę patekusį vaiką nuo gimimo iki 10 m. į savo namus įsipareigojo priimti bet kuriuo paros metu. Centrui įgyvendinus šį projektą, nuo 2017 m. Kaune į Kūdikių namus nebepateko nei vienas, neturintis rimtų sveikatos sutrikimų nuo gimimo iki 3 m. amžiaus vaikas, visi į krizę patekę šio amžiaus vaikai buvo apgyvendinti budinčių globėjų šeimose.
Nuo 2018 m. Vaikų gerovės centras „Pastogė“ pradėjo vykdyti Globos centro funkcijas, kurio tikslas – užtikrinti, kad Kauno mieste gyvenantiems visiems globėjams, įtėviams, šeimynų dalyviams bei jų šeimose augantiems vaikams būtų prieinama ir suteikiama reikalinga konsultacinė, psichocialinė, teisinė ir kita pagalba. Vaikų gerovės centrui „Pastogė“ pradėjus vykdyti Globos centro funkcijas, 2020 m. centre buvo įgyvendinti struktūriniai pokyčiai. Šiuo metu centre veikia du skyriai: 1. Vaikų krizių centras, kuriame yra 9 vietos krizėje atsidūrusiems 10-18 m. vaikams, kurie centre yra globojami iki 3 mėn., 2. Globos centras, kuriame šiuo metu dirba 10 globos koordinatorių bei 6 Vaiko teisių apsaugos institucijos atestuoti asmenys. Globos centro specialistai teikia paslaugas 285 Kauno mieste gyvenančių globėjų/įtėvių šeimoms, kuriose auga 365 vaikų. Centre teikiamos psichologo, teisininko konsultacijos taip pat informavimo, individualaus konsultavimo, tarpininkavimo ir atstovavimo, intensyvios pagalbos krizių atveju, globos koordinatoriaus paslaugos, paslaugų gavėjams organizuojamos savitarpio paramos grupės, sociokultūriniai renginiai, išvykos, tęstiniai mokymai, paskaitos, globojamų vaikų susitikimai su tėvais, broliais, seserimis ar kitais giminaičiais, laikino atokvėpio paslauga, teikiama metodinė pagalba.
